Pangan: Exemplary performance

Benjie R. Pangan

SERVICE in government requires devotion and loyalty as distinguished from work in the private sector which provides a little leeway. Duty hours start at 8:00 a.m. and end at 5:00 p.m. for a total of 40 hours.

Government employees are expected to work deliberately and with good results. The routine is predictable: flag ceremony every monday morning when the local chief executive gives a pep talk, departments alternately lead the program where they present their respective programs and activities and the local chief executive or in his absence any official of the local government will bear the LGU's future plans and programs.

At the city hall, there was issued a Notice regarding termination of the services of casual employees and job order contract holders effective July 14, 2017. The Notice from the Transition Management Team and Local Finance Committee thus reads: To All Job Order and Casual Employees: Please be informed that your employment with the City Government will end on June 30, 2017. However, a ten (10) working days extension was granted
by the Honorable City Mayor Crisostomo Garbo which end on July 14, 2017. For those who wish to re-apply for employment, we encourage you to submit your resume at the City Mayor's office from July 15 to 30, 2017.

A pall of gloom was visible from those affected by the Notice, but those resourceful enough were unfazed by the advisory. They approached people who can vouch and recommend them to the Transition Management Team and stay their disengagement from the service. Some have been Casuals for over ten years now while ex-barangay chairmen close to the former mayor have been, understandably, terminated.
