THE Davao City Police Office (DCPO) renamed its regular security operations formerly known as “Oplan Bulabog” to “Oplan Kalinaw,” which is a comprehensive effort from counter terrorism and anti-criminality operations to community empowerment for a friendlier approach.
“We’ve decided to evolve, from a purely counter terrorism and anti- criminality operations, we enhanced it into a 4 in 1 operations,” DCPO director Police Senior Superintendent Alexander Tagum said Tuesday, March 13.
During the operation, aside from the identification, background check and profiling of transient residents in urban communities and manhunt operations of wanted persons or fugitives hiding in urban communities, they also included community service for residents.
The security forces stepped up community outreach or free medical checkup and giving of medicines with vitamins and community empowerment through crime prevention education.
“We would [conduct] our regular weekly counter terrorism/criminal operations to be people friendly,” Tagum added. During their Tuesday’s conduct of Oplan Kalinaw or the enhanced Bulabog, a combined joint area security, community service and protection operation plan, they arrested a total of 15 wanted personalities and profiled about 1,673 residents.
The operation, which targets to clear out urban communities of possible presence of criminals and terrorists, kicked off at 6 a.m. on Tuesday, March 13, together with joint security forces and law enforcement units of DCPO.
The arrested personalities were identified as Mario Cañete Dorado, for violation of PD 1602; Aldex Acacio Lim, Helen Morante Gaspar and Ricardo Suico Tablo for grave coercion; Carlo Robillos Bandal for attempted homicide; Nestor Tadtad Olbes, Rowena Webon Chanco and Dante Labininay Digamon for estafa and Celedonia Cañaberalia Y Du, violation of Section 10(a) Article VI of Republic Act (RA) 7610.
Others apprehended were Venido Talisok Estopin for robbery and violence against intimidation of person; Rey Datahan Eviota, crime of malicious mischief and slight physical injury; Jimmy Corotan for violation of Section 5 of RA 9165; Mary Ann Dalugdug, for violation of RA 9287; Nicasio Bautista Tobias Jr., for violation of RA 9165; and Jean Haguisan, for slight physical injuries.
The simultaneous operation, a coordinated effort together with Task Force Davao, Regional Mobile Force Battalion, Philippine Coast Guard, Regional Maritime Unit, National Intelligence Coordinating Agency, National Bureau of Investigation, Criminal Investigation and Detection Group, Bureau of Fire Protection and Regional Intelligence Unit.
The areas of Police Station (PS) 1 in Puroks 4 & 5 Isla Verde, Brgy. 23-C; PS2 (Malvar Alley, Brgy. 7-A); (San Francisco de Asis, Matina); PS4 (Cabayugan 3, Sasa); PS5 (St. Jude, Buhangin District); PS6 (Tibungco); PS8 (Curvada, Brgy. Lizada, Toril); PS9 (Purok 21 Talipapa, Brgy Sto Niño, Tugbok District); and PS10 (Puting Bato, Brgy. Riverside, Calinan) benefited from the operation.
“The arrested persons are in the custody of their arresting police stations and were subjected to medical checkup pending their turn over to the court concerned,” Tagum said.
