Padilla: 21st Nat'l Social Welfare and Development General Assembly

THE 21st Social Welfare and Development Forum and General Assembly sponsored by the Association of Local Social Welfare and Development Officers of the Philippines (ALSWDOPI) will be a centerstage in Davao City from April 25 to 28, this month. The special event will be held at the SMX Convention Center, SM Lanang.

Beaming with smile and pride, office of the City Social Welfare and Development (OCSWADO) Head Betty Fangasan who is the incumbent National President of ALSWDOPI and chairperson of the convention said, the theme of the premier episode is "Local Social Welfare Development Challenges and Responses on Recurring and Emerging Global and National Issues."

Further on, Fangasan explained that "the convention is a venue where programs, plans and projects of the government are streamlined and cascaded to the grassroots for implementation.”

The salient parts of the opening day program on April 25 include the welcome message from Davao City Mayor Hon. Inday Sarah Duterte-Cario and Davao del Norte Governor Hon. Antonio Rafael del Rosario. DSWD Secretary Judy Taguiwalo is the guest of honor and speaker. She will be introduced by Dr. Neneth Pador, ex-officio president, ALSWDOPI. Fangasan will deliver the opening remarks.

The opening day rites will also feature the presentation of “Gawad Parangal” to Outstanding Local Chief Executives in the field of social welfare and development services – Governor, City Mayor, Municipal Mayor; Outstanding Provincial City, Municipal Social Welfare and Development Officers and Department Head and Outstanding ALSWODPI Chapter. Special awards will be resented to the outgoing National Pres and Officers; retirees and the Host Convention Chapter.

Happily, our very own City Mayor Mauricio Domogan and Hon. Edgardo Pamintuan of Angeles City are “Gawad Parangal Awardees” as outstanding City Mayors in the highly Urbanized City category. Congratulations Mayor Domogan. Mabuhay ka at ang ating Magandang Baguio.

Fangasan, herself a multi-awarded social worker for over 3 decades in the field that a panel of experts tried, tested and trusted personalities in the field of social welfare development compose the core of lecturers and consultants. They are a select group of individual from the DSWD national and regional offices top educators from Ateneo de Davao University, the Univ of Mindanao and the Dept. of Local Government (DILG) Region XI, among others.

The conventions’ centerpiece subject matters for urgent consideration are 1. Federalism and the Ground. Opportunities and challenges for Local Social Welfare and Development Officers. 2. Achieving professional and Personal Balance. 3. Sustainable Development Goals: Local Social Welfare and Development Officers Challenges and Responsibilities. 4. Inclusive Participation of Disadvantaged Sector Toward, Achieving quality of Life. 5. Social Work Intervention of the Emergence of Persons with Substance Use Disorder.

Moderators for each subject load are from the various DSWD Regional Offices and from the ALSWDOPI. An open forum will highlight the series of lectures. The closing ceremonies for the four-day assembly will climaxed with the signing of the ALSDWOPI Hymn and “Good Luck, good health and God bless you message” for ALSDWOPI vice president Lazaro Peting-alay.

The CSWDO City of Baguio delegation to the convention are assistant City Social Welfare and Dev officer Zedith Furigay and Social Welfare Officers Myrna Valencerina, Ana Codley, Florisita Tul-an, Joy Hilarion, Heterda JHunio Liza Balao, Elen Dayag, Annie Germaine Alngangeo, and Coralie Dulnuan.

I am sure that their attendance in the convention will enrich their leadership quality training, and experience for the betterment iof our locality and the people they are bound to serve, May your tribe increase!

Tomorrow is the fourth Sunday of the month. To me and my caring better half Consuelo Sol and the cast of Shrine of the Brown Madonna devotees from the city, Urdaneta City, Pangasinan, Nangalisan m Tuba, Benguet, the Federation of Baguio Senior Citizens Association (FBASECA) and the BARP Foundation, it means Holy Mass in the place of worship along scenic Km. 7m Asin Road will be celebrated.

The Holy Eucharist will be celebrated by our Spiritual Adviser Rev. Fr. Alejandro, Formateur of the San Pablo Seminary at Crystal Cave Barangay this city. The mass is set at 10. It is also our Lenten Season offering.

A fellowship get together will be held after the mass, courtesy of couple Wilferedo and Brensa Ibarra, Jaime and Gladys Tamsi from, Nangalisnan , RB and Milo Del Rosario Family including their son Joshua Benedict from Thailand and his Thai fiancé Christina and your truly and family.

Finally, thank you to all the devotees who visited and prayed at the Shrine of the Brown Madonna during the Holy Week. We also had devotees from the US who were at the Shrine during the observance of the religious endeavour marking the “passion, the suffering and death on the cruz and the Resurrection of Jesus Christ our Father and Savior.”
